This still happens:

tglase at tglase-nb:~ $ virsh -c qemu:///system start Netboot
error: Failed to start domain Netboot
error: Unable to read from '/sys/fs/cgroup/unified/machine/cgroup.controllers': No such file or directory

Note this is (contrary to what happened for Anthony DeRobertis)
*not* a systemd machine, although I do have elogind installed
so I can use KDE when necessary.
