I've encountered the same problem, but I may have a simple fix. I hacked my /var/lib/dpkg/status, changing the dependency on "policykit-1" to "policykit-1 | sysvinit-core", and it allowed me to install libvirt-daemon-system. If the package maintainer could make the same dependency change to the official package, I think it would solve the problem.
