Justification: renders package unusable

Dear Maintainer,

Without installing libvirt-daemon-system, virt-installer is completely unusable as

root at debian:~# virt-install --install fedora29 --unattended
ERROR    Failed to connect socket to '/var/run/libvirt/libvirt-sock': No such file or directory
