I verified that libvirt 5.10 fixes this problem as

[root at localhost ~]# lxc-create -n fedora31test -t download -- -d
fedora -r 31 -a amd64

[root at localhost ~]# virt-install --memory 2048  --connect lxc:/
--os-variant fedora31 --filesystem /var/lib/lxc/fedora31test/rootfs,/
--network none   --transient --import --name fedora31test

worked just fine.
