Looking at the logs it looks like the missing replace/conflicts are the
problem:

libvirtd[1429970]: internal error: Failed to load module '/usr/lib/x86_64-linux-gnu/libvirt/connection-driver/libvirt_driver_libxl.so': /usr/lib/x86_64-linux-gnu/libvirt.so.0: version `LIBVIRT_PRIVATE_5.6.0' not found (required by /usr/lib/x86_64-linux-gnu/libvirt/connection-driver/libvirt_driver_libxl.so)
Failed to start Virtualization daemon.
