The libvirt autopkgtest fails on arm64 with the following output:

Package qemu-kvm is not available, but is referred to by another package.
This may mean that the package is missing, has been obsoleted, or

However the following packages replace it:
  cpu-checker

E: Package 'qemu-kvm' has no installation candidate
smoke-qemu-session   FAIL badpkg
"""

Please either fix the test to pass on arm64 (e.g. by adding the
skippable restriction and exiting with 77 if arm64 is detected) or add
the skip-not-installable restriction to avoid it failing the test.
