I've added a few extra Depends to make sure everything is really
updated in lockstep and tested with unattended-upgrades: the result
was much better this time!

libvirt-wireshark and libvirt-doc are updated on their own, which is
fine because they don't have (private) ABI dependencies to other
packages, and everything else happens in a single step.

I believe we can merge the MR and consider the issue resolved.
