So I did more tests. I ran a destroy/create loop on a bookworm box. However, 
due to time constraints, I wasn't able set up any complex thing inside the 
container, so it's possible that that skewed the results. In these tests, I 
was not able to reproduce the issue. To me: that indicates one of two things:

(a) The second issue can only occur with LXC and with reasonably complex 
guests -- I think that is not unrealistic because we're talking nested cgroups 
here, which wouldn't occur with qemu or with simple containers.

(b) The second issue only occurs on boxes which mix bookworm (or patched 
libvirt) and bullseye in undefined ways.

Unfortunately, I currently do not have a test system with complex containers 
at hand which I can upgrade to bookworm on the spot.
