Please unblock package libvirt

Let me apologize for not filing the unblock request *before*
uploading 9.0.0-3 to unstable. I had not realized that libvirt was
considered a key package, so I didn't think it would be necessary for
me to do so.

[ Reason ]
This version contains 3 new debconf translations and a single fix
backported from upstream.

[ Impact ]
The version of libvirt currently in testing, 9.0.0-2, will reject
incoming migrations when the VM uses feature-based firmware
autoselection.

While this feature is not necessarily widely used at this point,
upstream is pushing pretty hard for its adoption by users and
management applications, so I expect that it will become a lot more
prevalent over the lifetime of bookworm.

Note that this affects live migration both from bullseye hosts to
bookworm hosts *and* between bookworm hosts.

[ Tests ]
The changes were tested manually to confirm that a VM that would
previously not be able to migrate would now successfully do so.

libvirt's unit tests, which are run at package build time, provide
additional confidence that the changes won't have any impact beyond
what's expected and desired.

[ Risks ]
The code change itself is quite small (3 additional lines), but it
appears to be significantly bigger due to the extensive documentation
and its impact on the test suite.

Its impact is important, but limited in scope to a single part of
libvirt (the code responsible to parsing VM configurations) and the
specific scenario described above.

The patch is a backport, so the upstream community has already
reviewed the changes and considered them suitable for inclusion.
