Nice spot!

Yes, adding /usr/sbin to the user's $PATH does seem to workaround it on 
10.4 and explains why it works for root.

It's a bit odd as installing firewalld, which uninstalls iptables, 
doesn't fix things, nor does setting the backend in the config file.

Also should lacking the ability to mess with the firewall prevent VM's 
from even being listed, created or edited, aside from started?

Seems that whole commit is sub-optimal, not just the iptables in $PATH line.
