I checked tracker.debian.org and couldn't find any mention of it, but
of course you're right:

  libvirt (11.3.0-3+b1) sid; urgency=low, binary-only=yes
  .
    * Binary-only non-maintainer upload for amd64; no source changes.
    * Rebuild against libxml2-16
