[Pkg-libvirt-maintainers] Bug#1061725: libvirt-daemon: Deleting external snapshot for non-running system VM fails with AppArmor

I think I've been bitten by the same issue and have resorted to
security_driver="none" in /etc/libvirt/qemu.conf

Using that, I can successfully delete snapshots.
