[Pkg-libvirt-maintainers] Bug#1134873: qemu-system does not exist on 32bit hosts anymore, but libvirtd depends on it

Starting with version 11.0 (currently in sid), upstream qemu dropped
support for 32bit hosts entirely.  In particular, there's no
qemu-system-* packages on 32bit systems (i386, armhf, etc) anymore.
But libvirt-daemon-driver-qemu package depends on qemu-system, which
makes qemu being unable to migrate to testing.

Please drop dependency on qemu-system (and qemu-utils too, if any) on
32bit hosts.
