[Pkg-libvirt-maintainers] Bug#1142870: libguestfs: FTBFS on riscv64: quickcheck fails

I am aware of this and I suspect that the cause has to do with changes
in the build environment or another dependency rather than perl 5.42. I
shall disable the "make quickcheck" test on riscv64.
