Justification: Policy 8.4, 8.5

Per Policy 8.5, library development packages should depend on the
corresponding runtime packages; could you please add a dependency from
libclang-dev to libclang0?  Also, please move the unversioned .so link
to the -dev package per Policy 8.4, taking care to add versioned
Breaks: and Replaces: fields per Policy 7.6.
