llvm-toolchain-snapshot Build-Depends on cmake without specifying a
version constraint. Infact, its Build-Depends are satisfiable in jessie,
but a build fails because the CMakeLists.txt requires cmake 3.4.3
(http://sources.debian.net/src/llvm-toolchain-snapshot/1:3.9~svn274438-1/CMakeLists.txt/#L3).

Given that the dependency is relevant to backporters and that 3.9 will
eventually transition to a stable release, I think that simply adding
the version constraint is the best route forward.
