LLVMOProfileJIT library missing in llvm-3.7-dev debs

Hi,

Is LLVMOProfileJIT library missing from the following packages or was the
omission intentional?

http://llvm.org/apt/jessie/pool/main/l/llvm-toolchain-3.7/

I checked in all the .debs, including llvm-3.7-dev.  The missing files lead
to breakages in some downstream packages, see:
https://github.com/numba/llvmlite/issues/121

If you could please answer where the disconnect is, it would be great.
Then we can follow up with either numba or here.
