clang currently doesn't support -fdebug-prefix-map, but it's useful
when trying to make reproducible builds.

upstream has added this feature in svn (r250094):

 https://llvm.org/bugs/show_bug.cgi?id=24619

but it doesn't appear to be in debian yet.

Maybe it's in 3.8.0 ?  It would be great to have it available in
debian at any rate so that we can make builds reproducible independent
of where they're built.

The upstream patch is attached.
