Are doc packages at llvm.org/apt supposed to be empty?

Hello,
I sometimes use packages for building my own local X stack from
http://llvm.org/apt/unstable/pool/main/l/llvm-toolchain-snapshot
If I run
dpkg-deb -c llvm-3.*-doc_*_all.deb | wc -l
on a package available from Debian repositories (Sid or experimental)
I get a file count of over 300; if I run the same command on a doc
package from llvm.org/apt I get 8. Are the doc packages at llvm.org/apt
intentionally left empty?
Also, I've noticed that the last update there was "29-Apr-2016 22:17".
Is that intentional?
