amdgpu for jessie-backports?

llvm-toolchain-3.8 went in testing some days ago, and I did the no change backport.
It will go in backports-new and then hopefully in backports.
Known issues: ftbfs on armel, the other stuff should be good
(I'll resubmit another backport as soon as armel is in place, but for now we are forced to avoid it)

let me know if I missed any bits in this backport
