Bug#861170: llvm-toolchain-4.0: missing Build-Depends: clang (>= 3.4.3), libncurses-dev

Building llvm-toolchain-4.0 errors out when one tries to build it with
a version of cmake older than 3.4.3. It also errors out when the
installation set does not contain libncurses-dev. Both of these happen
when trying to backport the package to jessie. Please add a version
restriction (>= 3.4.3) to the cmake build dependency and add
libncurses-dev to build depends as both are really needed. Not adding
them can result in a serious bug when other packages change their
runtime dependencies.
