Bug#855045: unversioned b-d on cmake

Package: src:llvm-toolchain-3.9,src:llvm-toolchain-4.0

Trying to build llvm on an older release, I get:

Using cmake: cmake
CMake Error at CMakeLists.txt:3 (cmake_minimum_required):
  CMake 3.4.3 or higher is required.  You are running version 2.8.12.2

make[1]: *** [override_dh_auto_configure] Error 1

The b-d should be versioned.

Do you know by any chance why the new version is required?
