Bug#722132: iwyu 4.0-1 needs to depend on clang-4.0

This is a problem again in iwyu 4.0-1.  Now that the tool is built against
llvm 4.0, it needs to depend on something with the right stddef.h.  I
installed clang-4.0 and it works again.
