I'm downgrading this one, because we need 3.9 for ghc 8.2 (currently transitioning in unstable).

with ghc 8.2, llvm 3.7 can finally go away
ghc 8.4 will use llvm 5.0, but it is not LTS right now, so the transition will probably happen in some months,
this is why I'm downgrading this bug, to let the new haskell stack have an higher chance to migrate when the rebuilds will
be issued, or at least having a better view from Britney POV.

(I hope ghc 8.6 in august will use llvm 6.0!)
