Bug#916393: llvm-toolchain-7: fails to work if cache directory not writeable

Hello,

llvm 7 makes sparse fail to build (even when #912566 is fixed). The
problem is that a test fails with:

	could not create jit cache directory /sbuild-nonexistent/.debug/jit/: Permission denied
	could not initialize debugging directory

This was not a problem with llvm 6.

To reproduce you can build git at salsa.debian.org:ukleinek/sparse.git in
unstable.
