a fix for radeonSI llvm-toolchain-7

Good day.

There's a lighting/shadows bug in Hitman(2016) which presents in every
graphics driver for radeonSI since llvm 6 came out, the whole situation is
described here:

LLVM developers have already found a fix, but since it's a long time
before llvm 8 is gonna come out, I wanted to ask u if it's possible to
merge this fix to your current llvm-toolchain-7 branch.
