It seems unicode released their code with a new license, and this file is
available with the new license.

https://chromium.googlesource.com/breakpad/breakpad/+/master/src/common/convert_UTF.c

It's included in the upstream code for chromium, but stripped out in debian to
avoid the code copy.

Maybe upstream llvm should use a version with the new license?
