Upstream has not thoroughly tested their code against llvm-9. So I guess
sticking to llvm-8 would be a good solution for now.

Understood, but there is still very long time before the next release.
I believe Julia upstream would bump their llvm dependency to llvm > 8
before debian 11 release.
