Bug#958127: Please don't have a hard Depends on binfmt-support

(This bug applies to all of the versioned llvm-runtime packages.)

Please consider dropping the hard Depends on binfmt-support, and
changing it to a Suggests. Having an interpreter installed for LLVM IR
does not necessarily imply wanting to automatically execute LLVM IR
using binfmt-support, and in fact seems like a relatively uncommon use
case compared to the primary usage of llvm-runtime. llvm-runtime gets
pulled in by any installation of llvm.
