Bug#949840: llvm-toolchain-snapshot: Create a libclang-tidy packages

Dear Maintainer,

In order to decrease the size of libclang-X-dev, it could be interesting
to /usr/lib/llvm-*/lib/libclangTidy* into a new package.
(with the headers)
