Creating a skip list for NEW binaries for existing package [was: Re: llvm-toolchain-10_10.0.0~+rc2-3_amd64.changes is NEW]

Hello,

Would it be possible to make progress on the idea of a skip list for 
some packages like the llvm-toolchain or the linux kernel?

Here, I have been updating llvm to give quick feedback to the llvm 
release process. Indeed as we have a bunch of archs + using the most 
recent version of gcc+various libs,
it is very valuable to get bugs fixed as part of the RC release but the 
fact that it is blocked in NEW because of a new package isn't helping 
this work.

I am sorry that I am putting some pressure on ftpmaster to fast track 
this upload but, afaik, this is just a rubberstamp
and there isn't any check done in that case (at least, that I am aware of).
