Bug#960399: don't install multilib packages by default

Please don't install multilib packages by default.  There is currently no way to
just install the packages for just the default multilib.

Depends: lib32gcc-s1 (>= 4.2), lib32stdc++6 (>= 4.1.1), libc6 (>= 2.17),
libc6-i386 (>= 2.17), libgcc-s1 (>= 3.3), libstdc++6 (>= 4.1.1), libllvm10 (=
1:10.0.0-4)

While the -dev package only has the dependencies on the runtime libraries, the
dependencies on the corresponding -dev packages are missing too, so why just the
dependencies on the runtime packages. Please consider dropping those.
