Issue with libarcher in libomp dev packages

Dear package maintainers,

I created an issue a while ago:

Any chance this can be addressed for the llvm/13 release? From my
understanding, the issue is really limited to the way, debian packages
are built. I would be happy to work with you resolving the issue.
