Bug#995684: llvm-11: missing man pages for most llvm tools

Dear Maintainer,

The llvm package no longer installs man pages for most LLVM tools like
"llc", "opt", "llvm-as", etc.

I checked manpages.debian.org and it seems these were present in the
llvm-10 package:
