Thank you for opening this upstream :-)  I'm a bit confused about the
resolution at the forwarded bug, because the accidental buggy commit
to the master branch doesn't appear on the binutils-2_37
branch...which seems to indicate that the issue is distinct from the
one in that upstream bug.

Does the following log indicates that the arm64 ftbfs is due to a
binfmt problem?

    Job for binfmt-support.service failed because the control process
    exited with error code.

But this failure also exists on amd64, so I have no clue
