Okay, let's do that then. But …

… have these bugs been filed? Also, please file a transition bug against
release.debian.org to track this change.

In any case, llvm-toolchain-15 was removed from unstable. It still needs
some work to get it removed from testing but we are making progress. So
let's close this bug an let -19 migrate to testing.
