apt-get install -t experimental clang points to -18 whereas you've packaging
-20 and -21 already....

   * What exactly did you do (or not do) that was effective (or
     ineffective)?

manually pulling in -20 works but....

   * What was the outcome of this action?

...then it stays forever (or until one removes manually)

   * What outcome did you expect instead?

so please bump the clang mpackage (at least in experimental) to point to -20 or
newer
