Hi,

The new version can't migrate to testing because it's failing its autopkgtests
on i386. The debian/changelog entry for -14 had:

   * Rewrite qualify-clang.sh with bats
     Might fail on some archs

Which is indeed the case. There's various failures there, look for "not ok" in
https://ci.debian.net/data/autopkgtest/testing/i386/l/llvm-toolchain-18/56726025/log.gz
