Documenting LLVM 22 patches

Dear LLVM maintainer,

I'm Max Gilmour, a Canonical toolchain engineer. I noticed that some of the
llvm-toolchain-22 patches are either plain .diff files or are missing DEP-3
compliant headers.

If you'd like, I could look through the patches and give some
background/documentation on some of them, converting some .diffs to .patch
files and giving them DEP-3 headers with a description and background.

Is that something you'd be interested in, or would you prefer to keep
unnecessary package changes to a minimum?
