Dear Maintainer,

I am not sure if any newer version from testing unstable would have solved this,

But the mirror found in /usr/share/lxc/templates/lxc-debian:

http://http.debian.net/debian

Does not actually work for installing the base minimal system with debootstrap.

It will simply fail to find many files. Upon removing the mirror from the file, the problem is fixed.

ps. the executed command would have been:

lxc-create -n <name> -t debian -- -r jessie

That is to say, there were a large amount of failed downloads of packages. Restarting would ssometimes get a few more than before, but never much. After deleting the mirror from the file (or commenting it out) the situation resolved itself and installation proceeded as "normal".
