At least on my systemd based stretch host system, this works just fine.
No problems with upgrading a stretch container to buster and being able
to stop/start it. So your problem is not reproducible hier.
So I guess you'll need to figure out why this fails for you.
At this point the lxc maintainers will probably be in a better position
to help you debug your problem.
