Dear Maintainer,

This problem can be worked around by adding

lxc.cgroup.devices.deny =
lxc.cgroup.devices.allow =

to the end of /var/lib/lxc/test-container/config

LXC does not support the V2 device controller until very recently

So there should be no harm of adding 
lxc.cgroup.devices.deny =
lxc.cgroup.devices.allow =
