Dear Maintainer,

Exactly the same as reported by a Fedora 31 user at
https://github.com/lxc/lxc/issues/3221

I believe that this is not a duplicate of
https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=888647
because libpam-cgfs can do nothing useful under cgroupv2 / unified hierarchy
as discussed at https://github.com/lxc/lxc/issues/3198
