Update 

The /sys/fs/cgroup is not mounted after the upgrades. 

After mounting it as below I am able to start the container. 

mount -t tmpfs cgroup /sys/fs/cgroup

However there are errors reported.

"32 22 0:27 / /sys/fs/cgroup rw,nosuid,nodev,noexec,relatime shared:9 -
cgroup2 cgroup2 rw

I have also raised a bug with systemd for the mounting.
