[Pkg-lxde-maintainers] libfm: Add Conflicts/Replaces to ensure transition on Ubuntu?

Hi Julien, (hi team)

The recently added Conflicts/Replaces in libfm's debian/control will
make this package uninstallable. And the policy #7.4 mentioned A
`Conflicts' entry should almost never have an "earlier than" version clause.

So I revert this change in libfm 0.1.12-1 for preparing upload to sid.
