[Pkg-lxde-maintainers] Bug#970924: please upgrade pcmanfm to version 1.3.1-3

Version: 1.3.1-1+b1
Currently pcmanfm in Bullseye is at version 1.3.1-1, which contains a bug
causing:

"a stop job is running" for 90s

during shutdown. This happens, when logging out with shutdown from LXDE.

Apparently this behaviour has been fixed with version 1.3.1-3.
