Sorry for not being understandable enough. I'll try it again.

In your screenshot you have papirus selected, if you select oxygen
it will change all icons except the panel icons.

It should change all icons including the panel icons.

And it does as soon lxqt-branding-debian is removed.
Thanks for relaxing dependencies as far as possible.
