In sddm's control I see:

Provides: sddm-theme

Description: 'Debian Elarun' Theme for SDDM X11 display manager Elarun theme for SDDM, using the active desktop-base theme for the background. 

So a Recommends.

My tests in a freshly installed bookworm system showed,
that sddm is indeed installed by sddm-theme-debian-elarun 
installation (and that matches the Recommends),
so don't know, what is right.
