I would have used either the Debian bug tracking system or a simple
text file inside the package respectively git repository located at
debian/TODO, debian/TODO.txt or similar.

Would that suffice for you, too?

Yeah, indeed, I've just checked Depends so far, but Recommends and
Suggests should also be changed. Severity there is at most "minor"
IMHO.
