[pkg-lynx-maint] Bug#818047: lynx: the change of the lynx.cfg location broke INCLUDE in $LYNX_CFG

The location of the default lynx.cfg file changed again. With
user-defined configuration thanks to $LYNX_CFG, this broke the
INCLUDE line (with the effect that https no longer works until
the config is fixed). And there wasn't any announcement of this
change, so that it took me some time to find the problem with
https.
This is an important change that should be announced in NEWS.
To avoid the same problem occurring again in the future (in case
the location of the default lynx.cfg file changes again), I think
that there should be a way to include this default file without
knowing the exact location. For instance, instead of (now)
INCLUDE:/etc/lynx/lynx.cfg
one should be able to write something like
INCLUDE:-
where - means the default config file.
